Eskobar is actually a fictitious region drawn in lines on the globe that are intended to have the same relationship to the Earth as the continents — the lines are not meant to represent the boundaries of a real place.

This region is a loose geographical conglomeration of the Florida coastline, coastal parts of Mexico, and the easternmost tip of the southern American continent. The area abuts the Caribbean Sea to the west and the North Atlantic Ocean to the north. It has an exotic climate which closely matches tropical conditions. There is a fictional state-like country called Escobar which spans all of the United States west of the Great Plains and most of Mexico and the Louisiana/Texas border to the east. The situation is very similar to what happened in the Dominican Republic following the earthquake that devastated the country in 2009, with people fleeing to makeshift settlements in cities like Bayajagua. A large part of the region has become a large refugee camp since then, and the disease outbreak is essentially a consequence of the state of emergency and the loss of basic services, including clean water.

A no-fly zone was instituted after the US government designated Escobar as part of a declared “war zone”. The United States subsequently initiated the Escobar Hurricane campaign, the aim of which is to stop hurricanes before they reach the populated areas of the region. Operation Hurricane Wolf is an attempt to stop a second wave of tropical disturbances from hitting the region.

It is currently unknown how many people have entered the no-fly zone, but reports estimate an unquantifiable number. Much of the region is informally governed by a coalition of illegal self-segregationist, religious fanatics, criminals, and mercenaries. The coalition was organized by a survivor of Hurricane Katrina, Jasmine Gold,[3] who calls herself the Princess. Most of the military forces in the region are tasked with policing the settlements of these groups. The Princess herself appears to be scruffy, masculine, and from a state with a medieval perspective akin to Iraq or Pakistan.

The Escobar Hurricane campaign would later be the namesake of the Escobar Hurricane that destroyed much of the Escobar Hurricane settlement in April 2010. The Escobar Hurricane campaign is notable for the number of operational hurricanes it was able to stop, and the large number of casualties as a result of the attacks, against non-combatant targets.
